Water Quality and Supply Issues Monthly Update-AUGUST 2023

 

As the sun sets on a productive summer, our focus remains steadfast on key compliance issues shaping our industry. This month we bring to your attention the release of a State-mandated Construction General Permit (CGP) for stormwater training designed exclusively for Qualified SWPPP Developers (QSDs) and Qualified SWPPP Practitioners (QSPs).

The training program, a prerequisite for existing QSDs and QSPs, is significant because the updated permit takes effect on September 1, 2023.

Following the September 2022 renewal of the CGP, a collaborative effort among the State and a consortium of construction experts bore fruit in the form of comprehensive, updated training on new and revised permit requirements. CICWQ extends our gratitude to the California Stormwater Quality Association (CASQA) for their invaluable insights and guidance in the 2022 CGP Reissuance Review.

Their contribution, alongside that of the State, has culminated in the release of a comprehensive program.

CASQA Guide to 2022 CGP Reissuance Review

CASQA 2022 CGP reissuance review

The State Water Board and CASQA announced the availability of the 2022 CGP Reissuance Review. The nearly four hours of video modules and corresponding quizzes will familiarize Qualified SWPPP Developers (QSDs) and Qualified SWPPP Practitioners (QSPs) with the requirements of the 2022 CGP that goes into effect on September 1, 2023.

Module Group 1 | Modules include general and administration changes, programmatic permitting, post-construction submittals, and Notice of Termination changes.

Module Group 2 | Modules include revised QSD and QSP responsibilities and QSP delegate training.

Module Group 3 | Modules include qualifying precipitation events, visual and sampling requirements, and turbidity and pH sampling.

Module Group 4 | Modules include dewatering activities, passive treatment technologies, active treatment sampling, and demolition activities.

Module Group 5 | Modules include Total Maximum Daily Load compliance requirements and Revised Universal Soil Loss Equation v.2.

The Reissuance Review training supplements the in-class or virtual training required to become a QSD or QSP. During the two-year regulatory transition period, QSD and QSPs must be familiar with the 2009 and 2022 CGPs. Existing QSD/Ps need to complete the review training as specified in the 2022 CGP Section V.G and detailed in the training announcement, but are encouraged to complete and receive credit for the training as soon as possible. In addition, the training is available to the public on CASQA’s website. However, watching the videos on the CASQA website will not count for credit for QSDs and QSPs.
