Renewal of the California State Water Resources Control Board Construction General Permit (CGP) for Stormwater

CGP for Stormwater Renewal

On September 8, 2022, the State Water Board renewed the CGP for stormwater, which applies to almost all construction projects in California larger than 1 acre in size. The permit requires the preparation of a Stormwater Pollution Prevention Plan (SWPPP) and installation of soil erosion and sediment controls at the job site, and ongoing operation, maintenance, inspection, and reporting.

The State Water Board has made many significant and substantial changes to the permit and compliance requirements compared to the current CGP.

The current CGP has been in effect for more than eleven years, last renewed in 2010, and, following legal challenges, went into effect in 2012.

The renewed CGP goes into full effect for new projects seeking coverage on September 1, 2023, while allowing a 2-year transition period for projects with existing permit coverage until September 1, 2025.

Training will include coverage of:

  • Obtaining and Terminating Permit Coverage

  • Performing and Documenting Inspections

  • New QSD and QSP Responsibilities and Training

  • Erosion and Sediment Controls, including use of the Computer Model RUSLE 2

  • Construction Site Runoff Monitoring (Sample collection and reporting)

  • Compliance with Total Maximum Daily Load Requirements

The training program is scheduled to last 3 hours. It will inform attendees on all aspects of the CGP and important changes, including preparation for those individuals who hold Qualified SWPPP Developer and/or Qualified SWPPP Practitioner (QSD/QSP) credentials and who will need additional required training on the revised permit.
