Water Quality and Supply Issues Monthly Update-OCTOBER 2023

 

Autumn is in the air in California, and rainfall is expected (we hope) to continue replenishing our snowpack and statewide reservoir system for the foreseeable future.

We aim to ensure that the contracting and building industry is well-prepared for Winter 2024. This includes getting up to speed with the newly revised Construction General Permit for Stormwater, which came into full effect on September 1, 2023.

1) Winter 2024 – Get Ready

California winter 2024 El Nino

Earlier this month, the California Department of Water Resources published an update and a reminder to notify all Californians about the potential for another wetter-than-average winter and the possible resulting impacts. Meteorologists are forecasting the development of El Niño conditions, which could lead to widespread flooding and property damage.

The state is actively taking various measures to enhance its readiness for rainstorms and coordinating across multiple areas that impact public safety. You can find detailed information about how the state is preparing for Winter 2024 at the link below.


2) Construction General Permit for Stormwater – New Permit Effective Now

On September 1, 2023, the State Water Resources Control Board implemented the Construction General Permit for stormwater, bringing it into full effect. This permit is relevant to nearly all state construction projects exceeding 1 acre in size.

It is imperative for contractors and builders operating in California to familiarize themselves with the new permit requirements. These include essential training prerequisites for qualified SWPPP developers and practitioners (QSDs/QSPs). Moreover, they must prepare for potential revisions, terminations, or the acquisition of new permit coverage, all within the framework of the revised permit conditions established in 2022.
