JAMES BREITLING, DIRECTOR OF GOVERNMENT AFFAIRS

James Breitling has worked in the California government affairs arena for over 20 years. He brings a wealth of experience in California legislative political and public affairs experience gained from both inside the legislature in the private sector.

Currently, James serves as the Director of Government Affairs for the Construction Industry Coalition on Water Quality (CICWQ). The mission of CICWQ is to achieve the goal of clean water by: 1) creating and developing essential technical data and information that is based on good science and 2) enhancing and developing partnerships and coalitions, which promote economical, practical, and technologically sound regulations. CICWQ is supported by Associated General Contractors of California, Building Industry Association of Southern California, Engineering Contractors Association, and Southern California Contractors Association.

Professionally, he has an extensive background in government ranging from working on the staff to several California state legislators and to the San Bernardino County Board of Supervisors. As a staffer, he focused on environmental and regulatory issues including water regional transportation and solid waste and recycling regulations. He also served as a field representative which along with being bilingual in Spanish allowed him to develop and foster relationships with local communities of color and disadvantage communities.

James has also worked as a director of government affairs for a solid waste and recycling industry. His primary duties were to serve as the company’s liaison to seven California municipalities. He was responsible for contract compliance, advance positive relationships with city government leaders and city staff, develop proper recycling education and outreach campaigns for customers, monitor and implement legislative regulatory changes to solid waste and recycling laws, and establish positive community relations to advance the company’s customer service experience.

James is a resident of the city of Upland where he is an active member of his community. James was appointed to the City Council Advisory Committee in 2019 and serves as an active member of CERT, the Community Emergency Response Team. He also currently serves as the Chairman of the 2020 U.S. Census Complete Count Committee for the city of Upland.
