Recently, Dave and Mark sat down with Marci Stanage from Rebuild SoCal Partnership and covered key impact areas of the proposed Construction General Permit on the construction industry. 

During the interview, Dave reviewed key findings from a comprehensive engineering case study analysis done by his team at MBI on the cost impact of meeting proposed new permit requirements.  And, Dave and Mark dive into the details of the proposed, revised permit and some of the most challenging new issues such as meeting total maximum daily load (TMDL) water quality pollution limits and proposed stepped-up job site monitoring, inspection, and reporting requirements.

 

Dave Mercier, P.E., leads the Water Quality department in Michael Baker International’s Santa Ana office, is a Registered Civil Engineer in California, and is a CASQA Trainer of Record.  He has 17 years of surface water management experience, concentrating on water quality and flood control. He and his team have worked extensively under the 2010 CGP to develop and implement construction stormwater programs for home builders, utilities, and municipalities.

Mark Grey, Ph.D., is the Principal Technical Director for the Construction Industry Coalition on Water Quality and is the Director of Environmental Affairs for the Building Industry Association of Southern California.  Dr. Grey represents the interests of the home building and construction industry in southern California, principally working in the area of water quality regulatory affairs and water quality policy development.  Dr. Grey played an integral role in the home building and construction industry’s advocacy during the last CGP renewal effort between 2008 to 2012, working closely with CBIA and other building and construction industry groups, technical and engineering experts, and the Building Industry Legal Defense Foundation.
