Autumn is in the air in California and we hope with the turn of the season comes the start of a normal wet winter pattern with adequate rain and snow to replenish our water supplies. To help us get ready for upcoming wet season, this month we highlight an important new construction stormwater management publication now available from our friends at the California Stormwater Quality Association (CASQA) and we take a look at Proposition 4, the Safe Drinking Water, Wildfire Prevention, Drought Preparedness, and Clean Air Bond Act of 2024, also known as the Climate Bond.

2024 Construction BMP Handbook Now Available
With the wet season right around the corner, we want to make sure the contracting and building industry and stormwater professionals are aware of CASQA’s new 2024 version of the Construction BMP Handbook. This handbook is used throughout the industry to help comply with the State Water Board’s recently revised Construction General Permit for stormwater.
2024 Climate Bond on November Ballot
Our readers should be aware of the $10 billion Climate Bond measure on the November ballot that would fund projects to help the state adapt to climate change. CICWQ recognizes the importance of modernizing our entire state’s water system to meet future water supply challenges in the face of climate change. Proposition 4 – Climate Bond includes $3.8 billion for projects to protect the availability and quality of water supplies and protect communities against drought and flooding.
The bond also identifies $610 million for water quality and safe drinking water, $550 million for flood protection, $480 million for dam safety, $386 million for recycling and desalination projects, $386 million for groundwater management, and $75 million each for conservation, storage and regional conveyance.
